Opportunity Information: Apply for PAS BF FY24 APS001

The U.S. Embassy in Burkina Faso, through the Department of State Public Diplomacy Section (PDS), is offering funding under its Public Diplomacy Small Grants Program through an Annual Program Statement (APS) for FY2024. The overall goal is to support projects that strengthen cultural ties between the United States and Burkina Faso by using cultural and exchange-based programming that emphasizes shared values and encourages practical cooperation. A core requirement is that every funded project must include a clear American component, such as participation by U.S. experts, partnerships with U.S. organizations or institutions, or programming that connects audiences to U.S. perspectives and policies in a credible, educational way. This APS is discretionary and dependent on the availability of funds.

Projects funded under this opportunity are meant to engage Burkinabe audiences inside Burkina Faso and should be designed with a clear outreach plan and inclusive participation. The Embassy is explicitly interested in proposals that demonstrate thoughtful audience targeting and real accessibility, including inclusion across gender, religion, sexual orientation, age, and disability. Typical project formats can include academic or professional speaker programs, seminars, and lectures; artistic and cultural workshops, joint performances, and exhibitions; cultural heritage preservation activities; professional and academic exchanges; civic education activities tied to democratic participation and human rights; media or digital/new media initiatives intended to reach broader audiences; youth community service programs that encourage volunteerism and democratic engagement; and programs that help maintain and activate alumni networks of U.S. government exchange programs.

The Embassy lists several priority program areas that will guide what it is most likely to fund. A major focus is on Democracy, Human Rights, and Good Governance, including efforts that strengthen civil society participation, with particular attention to women, youth, and religious minorities. Another priority is programming that builds understanding of diversity, inclusion, religious freedom, gender rights, disability inclusion, and the rights and lived realities of underrepresented or disadvantaged communities. The APS also encourages creative projects that advance these themes while connecting to related needs such as economic empowerment, youth development, peacebuilding, and security. In addition, the Embassy places strong value on English language initiatives that position English as a tool for civic participation and economic opportunity. Finally, there is a clear emphasis on transparency and media strengthening, including programs that build professionalism in journalism, expand access to diverse information sources, improve media literacy, and promote fact-checking and research skills for journalists and the general public, ideally extending impact beyond the capital and major cities.

In terms of who the programming should reach, the Embassy highlights audiences such as national and regional media, NGOs and think tanks, underserved communities, universities, government officials at different levels (including municipal and district officials), policy makers and civil servants, cultural and educational leaders, and next-generation leaders such as innovators, digital influencers, and campus leaders. Proposals are expected to show a coherent strategy for reaching these groups, explain why the chosen audience matters for the project goals, and demonstrate that the activities are designed to fit the local context in Burkina Faso.

The APS also makes clear what it will not fund. Ineligible activities include partisan political programming, charitable or general development work, construction, programs that support specific religious activities, fundraising campaigns, lobbying for specific legislation or political outcomes, scientific research, projects mainly aimed at building the applicant organization rather than delivering public programming, duplicate versions of existing programs, profit-generating initiatives, and scholarships for individuals to pursue education or study. Applicants seeking individual study opportunities in the United States are directed to the Embassy website for separate exchange options.

Eligibility is open to a range of non-commercial applicants based in the United States or Burkina Faso, as long as Burkina Faso is the place of implementation. Eligible applicants include registered nonprofit organizations (including think tanks and civil society organizations) with relevant programming experience, individuals, nonprofit or governmental educational institutions, and governmental institutions. For-profit entities are not eligible. Cost sharing is encouraged as a sign of commitment and added value, but it is not required.

There are a few important compliance and submission rules. Each organization may submit only one proposal; if an organization submits more than one, all proposals from that organization will be ruled ineligible. For organizational applicants (not individuals), registration in SAM.gov is required to obtain a UEI (Unique Entity Identifier), and the Embassy notes that SAM registration can take time, so applicants should start early. Awards are expected to be made as grants, with an award ceiling of $25,000, and the Embassy anticipates making around 10 awards. The opportunity is listed as PAS BF FY24 APS001 (CFDA 19.040), created December 13, 2023, with an original closing date of June 28, 2024.
